The Standing Committee on Environment and Sustainable Development met in camera at 3:33 p.m. this day, in Room 209, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Blaine Calkins, Linda Duncan, Gerard Kennedy, Joyce Murray, Christian Ouellet, Francis Scarpaleggia, Mark Warawa and Stephen Woodworth.

 

Acting Members present: Jacques Gourde for Steven Blaney.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst; Tim Williams, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Monday, October 4, 2010, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee adopt the following proposed schedule:

1. Next meeting:

a) Bill S-210, An Act to amend the Federal Sustainable Development Act and the Auditor General Act (involvement of Parliament) - 1 hour or less;

b) Committee Business: Four motions - 1 hour;

2. Statutory Review of the Species at Risk Act (SARA): Issues and Options Relating to the Committee Report - two meetings;

3. Bill C-469, An Act to establish a Canadian Environmental Bill of Rights - six meetings;

4. Back to SARA to consider the report;

5. Statutory Review of the Canadian Environmental Assessment Act (CEAA).

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

It was agreed, — That the Standing Committee on Environment and Sustainable Development conduct a study of the St-Lawrence-Great Lakes system, including: the current state of negotiations toward a renewed Canada-U.S. Great Lakes Water Quality Agreement; water levels; pollution; areas of concern; environmental aspects of the shipping industry; invasive species; the Canada-Ontario Great Lakes Agreement; the St-Lawrence five-year action plan and other relevant topics; the final scope of the review to be determined by the Committee; and that the Committee report its findings to the House of Commons.

 

At 4:35 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Friday, October 1, 2010, the Committee commenced consideration of Bill S-210, An Act to amend the Federal Sustainable Development Act and the Auditor General Act (involvement of Parliament).
