The Standing Committee on Transport, Infrastructure and Communities met at 3:33 p.m. this day, in Room 308, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Sukh Dhaliwal, Brian Jean, Mario Laframboise, Colin Mayes, Merv Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Scott Andrews for Gerard Kennedy, Ron Cannan for Candice Hoeppner, Peter Goldring for Candice Hoeppner and Monique Guay for Roger Gaudet.

 

Other Members present: Jim Maloway.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, May 13, 2009, the Committee resumed consideration of Bill C-310, An Act to Provide Certain Rights to Air Passengers.
 

Mario Laframboise moved, — That, pursuant to Standing Order 97.1, and, after concluding hearings on Bill C-310 (Air Passengers' Bill of Rights), the Committee report that it recommends that the House do not proceed further with Bill C-310 because it makes air carriers responsible for passenger inconveniences and excludes the responsibility of other parties such as an airport authority, NAV CANADA, Canadian Air Transport Security Authority (CATSA), and the Canada Border Services Agency.

Debate arose thereon.

 

At 4:12 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 5:01 p.m., the sitting resumed.

 

The debate continued.

 

On motion of Joseph Volpe, it was agreed, — That, in the English version, the motion be amended by replacing the word “concluding” with the word “some”.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Lois Brown, Peter Goldring, Monique Guay, Brian Jean, Mario Laframboise, Colin Mayes, Jeff Watson — 7; NAYS: Scott Andrews, Dennis Bevington, Sukh Dhaliwal, Joseph Volpe — 4.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Brian Jean, it was agreed, — That the proposed budget in the amount of $ 9900, for the period of 2009-10, be adopted.

 

Joseph Volpe moved, — That the Standing Committee on Transport, Infrastructure and Communities engage in a study of the procurement practices of VIA Rail Canada Inc., specifically with regard to the renovation and upgrade of 78 HEP 1 long-haul cars, and report the results of the study to the House of Commons.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

 

At 5:15 p.m., the Committee adjourned to the call of the Chair.
