The Standing Committee on Transport, Infrastructure and Communities met by videoconference at 3:31 p.m. this day, in Room 214, Wellington Building, the Chair, Merv C. Tweed, presiding.

Members of the Committee present: Lois Brown, Sukh Dhaliwal, Roger Gaudet, Candice Hoeppner, Brian Jean, Gerard Kennedy, Mario Laframboise, Colin Mayes, Merv C. Tweed, Hon. Joseph Volpe and Jeff Watson.

Acting Members present: Hon. Larry Bagnell for Sukh Dhaliwal, Hon. Larry Bagnell for Hon. Joseph Volpe and Jean Crowder for Dennis Bevington.

In attendance: Library of Parliament: John Christopher, Analyst ; Allison Padova, Analyst.

Witnesses: As an individual: William Adams. University of Calgary: Robert Huebert, Associate Professor, Department of Political Science. Université du Québec à Rimouski: Émilien Pelletier, Professor, Institut des sciences de la mer de Rimouski. Inuit Circumpolar Council: Chester Reimer, Senior Strategic Advisor. Pursuant to the Order of Reference of Wednesday, February 25, 2009, the Committee resumed consideration of Bill C-3, An Act to amend the Arctic Waters Pollution Prevention Act.

The witnesses made statements and answered questions.

It was agreed, — That invitations be sent to the Ministers and officials from the Departments of the Environment, National Defence, and Fisheries and Oceans to appear during one hour on Thursday, April 2, 2009, in order to address issues arising from Bill C-3 before the Committee proceeds to the clause by clause consideration of the bill.

At 5:18 p.m., the Committee adjourned to the call of the Chair.
