The Standing Committee on Natural Resources met at 3:28 p.m. this day, in Room 269, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Leon Benoit, France Bonsant, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan, Devinder Shory, Alan Tonks and Bradley R. Trost.

 

Acting Members present: James Lunney for Mike Allen, James Lunney for Leon Benoit and Roger Pomerleau for France Bonsant.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Mohamed Zakzouk, Analyst.

 

Witnesses: B.C. Hydro: Joanne McKenna, Project Manager, Distributed Generation Strategy, Customer Care and Conservation; Victoria Smith, Manager, Aboriginal and Sustainable Communities Sector, Key Account Management. Terasen Gas: Douglas Stout, Vice-president, Marketing and Business Development. Union Gas Limited: Mel Ydreos, Vice-President, Marketing.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study on the contribution of integrated approaches for providing energy services in Canadian communities.
 

Joanne McKenna, Douglas Stout and Mel Ydreos made statements and, with the other witness, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Geoff Regan moved, — That, in light of the deep concern expressed by every member of the Committee with respect to the impact the current economic crisis is having on key resource sectors, the Committee ask the Natural Resources Department to provide the Committee, through the Clerk, with updates which contain the number of job losses or job gains in the following sectors – mining, forestry, energy – and that the Clerk circulate these reports to the members of the Committee, and that the first report should be delivered to the Clerk on April 1, 2009, followed by reports on June 1, August 1, October 1 and December 1, 2009.

Debate arose thereon.

 

By unanimous consent, on motion of Geoff Regan, it was agreed, — That the debate on the motion be deferred to the next meeting.

 

At 5:04 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed in camera.

 

It was agreed, — That the proposed budget in the amount of $ 67,800, for the study on the contribution of integrated approaches for providing energy services in Canadian communities, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That the Committee continue its study on the contribution of integrated approaches for providing energy services in Canadian communities on the following days, subject to the availability of wtinesses: March 10, 12, 24, 26, 31, 2009 and April 2 and 21, 2009.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
