The Standing Committee on Natural Resources met by videoconference at 3:29 p.m. this day, in Room 214, Wellington Building, the Vice-Chair, Alan Tonks, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan, Alan Tonks and Brad Trost.

 

Acting Members present: Harold Albrecht for Leon Benoit, Claude DeBellefeuille for Claude Guimond and Cheryl Gallant for Devinder Shory.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Mohamed Zakzouk, Analyst.

 

Witnesses: Canadian Nuclear Safety Commission: Michael M. Binder, President and Chief Executive Officer; Peter Elder, Director General, Directorate of Nuclear Cycle and Facilities Regulation. Pursuant to the Order of Reference of Monday, June 1, 2009, the Committee resumed consideration of Bill C-20, An Act respecting civil liability and compensation for damage in case of a nuclear incident.
 

Michael D. Lees, Murray Elston, Theresa McClenaghan and Shawn-Patrick Stensil made statements and answered questions.

 

At 4:36 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 

Michael Binder, Peter Mason and, Gordon Thompson by videoconference from Cambridge, United Kingdom, made statements and, with Jacques Hénault and Peter Elder, answered questions.

 

At 5:28 p.m., the sitting was suspended.

At 5:29 p.m., the sitting resumed.

 

On motion of Brad Trost, it was agreed, — That the Committee adopt a draft budget in the amount of $ 23,550 for its study of Bill C-20.

 

By unanimous consent, it was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-20 no later than 5:00 p.m. on November 19, 2009.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
