The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

Members of the Committee present: Gary Goodyear, Michel Guimond, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

Acting Members present: Judy Wasylycia-Leis for Yvon Godin.

In attendance: Library of Parliament: Michel Bédard, Analyst.

Witnesses: Liberal Party of Canada: James Carroll, National Director; Jack Siegel, Legal Counsel. Bloc Québécois: Gilbert Gardner, General Director. New Democratic Party: Éric Hébert-Daly, Federal Secretary. Equal Voice: Raylene Lang-Dion, National Chair; Ann Wicks, Executive Director.

Pursuant to the Order of Reference of Monday, May 28, 2007, the Committee resumed consideration of Bill C-54, An Act to amend the Canada Elections Act (accountability with respect to loans).

The witnesses made statements and answered questions.

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all new amendments to Bill C-54 no later than 9:00 a.m. on Friday, June 15, 2007.

It was agreed, — That the Committee commence clause-by-clause consideration of Bill C-54 on Monday, June 18, 2007 at 11:00 a.m.

At 12:48 p.m., the Committee adjourned to the call of the Chair.
