The Standing Committee on Procedure and House Affairs met in camera at 11:11 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Louis Plamondon for Michel Guimond.

 

In attendance: Library of Parliament: James Robertson, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That, with respect to consideration of Bill C-16, An Act to amend the Canada Elections Act, the witnesses be as follows:

  • Government House Leader;
  • Chief Electoral Officer;
  • Representatives of political parties; and
  • Representatives from the province of British Columbia regarding fixed election dates;

2. That the Subcommittee on Parliament Hill Security continue its deliberations and report back to the Committee its findings;

3. That a Subcommittee to study the Conflict of Interest Code for Members be established;

4. That the Committee continue its study of the Elections Act; and

5. That the Committee, by way of written material, request input from the Press Gallery and other interested officials, regarding the provisional broadcasting guidelines for committees.

 

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure be amended by replacing the following paragraphs as follows:

“1. That, with respect to consideration of Bill C-16, An Act to amend the Canada Elections Act, the witnesses be as follows:

  • Government House Leader;
  • Chief Electoral Officer;
  • Representatives of political parties;
  • Representatives from the province of British Columbia regarding fixed election dates; and
  • Other witnesses that the Committee chooses;

3. That the Committee undertake a study on the Conflict of Interest Code for Members”.

 

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure, as amended, be adopted.

 

On motion of Marlene Jennings, it was agreed, — That twenty-four (24) hours' notice be given for the consideration of amendments to Bill C-16, An Act to amend the Canada Elections Act.

 

At 12:04 p.m., the Committee adjourned to the call of the Chair.
