The Standing Committee on Procedure and House Affairs met in camera at 11:14 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Marcel Proulx, Hon. Karen Redman and Hon. Lucienne Robillard.

 

Acting Members present: Louis Plamondon for Michel Guimond and David Tilson for Joe Preston.

 

In attendance: Library of Parliament: James Robertson, Principal; Michel Bédard, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, March 27, 2007, to consider the business of the Committee and, following a review of the outstanding items, agreed to make the following recommendations:

1. That, at its meeting of March 29, 2007, the Committee discuss a draft report regarding the guidelines for broadcasting of committtees.

2. That, at its meeting of March 29, 2007, the Committee discuss the letter from the Chief Electoral Officer regarding voter identification.

3. That, at its meeting of March 29, 2007, the Committee discuss the letter from the Commissioner of Elections.

4. That, at its meeting of March 29, 2007, the Committee discuss the letter from the Speaker regarding security on Parliament Hill.

5. That, at its meeting of March 29, 2007, the Committee discuss the letter from the Speaker regarding the idling of cars.

6. That the Committee invite the Speaker of the House to appear on the Main Estimates of the House of Commons on Tuesday, April 17.

7. That the Committee invite the Chief Electoral Officer to appear on the Main Estimates of Elections Canada on Thursday, April 19.

8. That the Committee study the following issues the week of April 23 and invite the appropriate witnesses:

  • rendering public in camera proceedings
  • committees continuing to sit during divisions
 

It was agreed, — That a letter be sent to the Speaker of the House of Commons requesting an update on the security concerns previously raised by the Committee.

 

It was agreed, — That a letter be sent to the Speaker of the House of Commons concerning security in parking lots around Parliament Hill.

 

It was agreed, — That a letter be sent to the Minister of Public Works regarding the idling of cars on Parliament Hill.

 
Pursuant to Standing Order 108(3)(a)(v), the Committee resumed consideration of matters relating to the broadcasting of committees.
 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 12:14 p.m., the Committee adjourned to the call of the Chair.
