The Standing Committee on the Status of Women met in camera at 11:20 a.m. this day, in Room 209, West Block, the Chair, Judy Sgro, presiding.

 

Members of the Committee present: Patricia Davidson, Johanne Deschamps, Nina Grewal, Helena Guergis, Irene Mathyssen, Hon. Maria Minna, Maria Mourani, Hon. Anita Neville, Hon. Judy Sgro, Joy Smith, Bruce Stanton and Hon. Belinda Stronach.

 

Acting Members present: Brian Jean for Helena Guergis and Tina Keeper for Hon. Anita Neville.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Marlisa Tiedemann, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 21st, 2006, the Committee resumed its study of human trafficking.
 

The Committee commenced consideration of a draft report.

 

At 12:42 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

Belinda Stronach moved, — That the House of Commons Standing Committee on the Status of Women considers studying the possibility of establishing a National Rapporteur on Human Trafficking in Canada. The study would provide information on the role of the Special Rapporteur on Human Trafficking to continue to examine ways and means of overcoming existing obstacles to the full and effective protection of the human rights and fundamental freedoms of people.

Debate arose thereon.

 

Bruce Stanton moved, — That the motion be amended by adding the phrase “and that after the review of this issue by the committee, in one or two meetings, those committee's recommendations, in respect of this issue, be included in the report” after the word “people”.

 

By unanimous consent, after debate, the question was put on the amendment of Bruce Stanton and it was agreed to.

Irene Mathyssen moved, — That the House of Commons Standing Committee on the Status of Women invite the Minister of Canadian Heritage and Status of Women to appear before the Committee to clarify the 2007/2008 budget of Status of Women Canada.

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Maria Mourani moved, — That the House of Commons Standing Committee on the Status of Women ask the Honourable Bev Oda, Minister of Canadian Heritage and the Status of Women, and Status of Women Canada to appear before the Committee to discuss the budget and administrative cuts at Status of Women Canada and the new criteria for the Women’s Program.

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Maria Minna moved, — That the House of Commons Standing Committee on the Status of Women add additional televised hearing days, beyond the two already allotted, allowing for more women’s organizations to appear before the committee to discuss impact of recent budget cuts to Status of Women Canada.

 

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

 

At 1:08 p.m., the Committee adjourned to the call of the Chair.
