The Standing Committee on Environment and Sustainable Development met in a televised session at 3:31 p.m. this day, in Room 237-C Centre Block, the Vice-Chair, Bob Mills, presiding.

 

Members of the Committee present: Roy Bailey, Bernard Bigras, Joe Comartin, John Godfrey, Charles Hubbard, Serge Marcil, Diane Marleau, Bob Mills, Anita Neville and Julian Reed.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: Department of Social Development: Janet Milne, Assistant Deputy Minister, Financial and Administrative Services; Cynthia Williams, Assistant Deputy Minister, Strategic Policy; Christian Dea, Director, Research and Strategic Evaluation. Department of Human Resources and Skills Development: Andrew Treusch, Assistant Deputy Minister, Human Investment Program; Don K. DeJong, Director General, Human Resources Partnerships Directorate.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the 2003 Report of the Commissioner of the Environment and Sustainable Development to the House of Commons - Chapter 3: Green employment, the Kyoto Protocol and the Labour Market, referred to the Committee on October 7, 2003.
 

Janet Milne made an opening statement.

 

On motion of Bernard Bigras, it was agreed, — That the Deputy Minister of Environment Canada appear before the Committee to report on the first Meeting of the Parties to the Cartagena Protocol on Biosafety (GMOs), held recently in Kuala Lumpur, Malaysia.

 

The witnesses answered questions.

 

At 5:07 p.m., the Committee adjourned to the call of the Chair.
