The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:38 p.m. this day, in Room 308, West Block, the Chair, Irwin Cotler, presiding.
Members of the Sub-Committee present: Bill Casey, Irwin Cotler, Karen Kraft Sloan, Deepak Obhrai, Beth Phinney, Svend Robinson.
Acting Member present: Francine Lalonde for Yves Rocheleau.
Other Member present: André Harvey.
In attendance: From the Parliamentary Research Branch, Library of Parliament: Marcus Pistor, Research Officer.
Appearing: The Honourable Denis Paradis, Secretary of State (Latin America and Africa) (Francophonie).
Witnesses: From the Department of Foreign Affairs and International Trade: Marc-André Brault, Special Envoy for the Congo and the Great Lakes Region; Robert Peck, Director General a.i., Africa.
Pursuant to Standing Order 108(2), the Sub-Committee resumed its study of the urgent matter of the humanitarian catastrophe in African states. (See Minutes of Proceedings of Wednesday, February 26, 2003, Meeting No. 1).
The Secretary of State made a statement and with the witnesses answered questions.
At 5:27 p.m., the Sub-Committee discussed the content of a Sub-committee report.
At 5:33 p.m., the Committee adjourned to the call of the Chair.
