Meeting No. 6
Tuesday, April 29, 2003
The
Sub-Committee on Human Rights and International Development of the Standing
Committee on Foreign Affairs and International Trade met at 3:41 p.m. this day,
in Room 307, West Block, the Chair, Irwin Cotler, presiding.
Members of the
Sub-Committee present:
Bill Casey, Irwin Cotler, Karen Kraft Sloan, Svend Robinson and Yves Rocheleau.
Acting Member present: Keith Martin for Deepak Obhrai.
Other member present: André Harvey.
In attendance: From the Parliamentary Research
Branch of the Library of Parliament: James Lee, Research Officer.
Witnesses: From Partnership Africa Canada:
Bernard Taylor, Executive Director. From Alternatives Canada: Charles
Mugraneza, Director of Overseas Programs.
On a motion by Mr.
Robinson, seconded by Mr. Martin it was agreed:
- That the Chair be authorized to hold meetings to receive
evidence when a quorum is not present provided that at least three members are
present, including both government and opposition members.

That
the statements made by officials of the Department of Foreign Affairs and
International Trade and the Canadian International Development Agency to
Members of the Sub-Committee on April 8, 2003 and the subsequent questions from
Members and responses from officials be deemed Evidence for the Sub-Committee
enquiry into the humanitarian catastrophe in Africa and that the Evidence so
heard be deemed to constitute the Proceedings of the 5th meeting of
the Sub-Committee.
By unanimous consent the
Sub-Committee considered its Future Business.
Yves Rocheleau – moved that
the Sub-Committee consider inviting a Burundi citizen residing in Canada to
present a report on the situation in his country.
Debate arose.
It was agreed, - That the Burundi citizen be invited to
forward the report to the Clerk for circulation to the Sub-Committee prior to
any decision being taken.
Pursuant to Standing Order
108(2), the Sub-Committee resumed its study of the urgent matter of the
humanitarian catastrophe in Africa. (See Minutes of Proceedings of
Wednesday, February 26, 2003, Meeting No. 1)
The witnesses made
statements and answered questions.
At 5:00 p.m., the Committee
adjourned to the call of the Chair.
