The Standing Committee on Justice and Human Rights met at 11:03 a.m. this day, in Room 308, West Block, the Chair, The Hon. Andy Scott, presiding.
Members of the Committee present: Chuck Cadman, The Hon. Hedy Fry, Marlene Jennings, Derek Lee, Paul Harold Macklin, Richard Marceau, John McKay, The Hon. Lorne Nystrom, Pat O'Brien, Joe Peschisolido, The Hon. Andy Scott, Kevin Sorenson, Vic Toews.
Acting Members present: Larry Spencer for Garry Breitkreuz, Réal Ménard for Robert Lanctôt.
In attendance: From the Library of Parliament: Philip Rosen, senior analyst.
Witnesses: From the House of Commons: Svend Robinson, Burnaby—Douglas. From the Department of Justice: Donald Piragoff, Senior General Counsel, Criminal Law Policy Section; Lisette Lafontaine, Senior Counsel, Criminal Law Policy Section; Elisabeth Eid, Assistant Director and Senior Counsel, Human Rights Law Section.
The Order of Reference dated Thursday, October 24, 2002, being now read as follows:
ORDERED, -- That Bill C-250, An Act to amend the Criminal Code (hate propaganda) be now read a second time and referred to the Standing Committee on Justice and Human Rights.
The Chair called Clause 1.
The witnesses made a statement and answered questions.
That,
pursuant to Standing Order 97.1, the Committee request an extension of thirty
sitting days to consider Bill C-250, An Act to amend the Criminal Code (hate
propaganda), referred to the Committee on October 24, 2002 and that the
Chair report to the House.
At 12:25 p.m., the Committee adjourned to the call of the Chair.
