The Standing Committee on Justice and Human Rights met at 3:39 p.m. this day, in Room 705, La Promenade Building, the Chair, Hon. Andy Scott, presiding.
Members of the Committee present: Chuck Cadman, Hon. Hedy Fry, Derek Lee, Peter MacKay, John Maloney, John McKay, Pat O'Brien, Joe Peschisolido, Hon. Andy Scott, Kevin Sorenson, Vic Toews.
Acting Members present: Andy Savoy for Irwin Cotler, Paul Steckle for Marlene Jennings, Tom Wappel for Paul Harold Macklin, Larry Spencer for Garry Breitkreuz, Svend Robinson for Hon. Lorne Nystrom, Réal Ménard for Richard Marceau, Marcel Gagnon for Robert Lanctôt, John O’Reilly for John Maloney (3:39 p.m. to 4:00 p.m.).
In attendance: From the Library of Parliament: Philip Rosen, senior analyst.
Witnesses: From Statistics Canada: Roy Jones, Director, Canadian Centre for Justice Statistics; Michael Martin, Chief, Correctional Services Program, Canadian Centre for Justice Statistics.
Pursuant to its Order of Reference of Thursday, October 24, 2002, the Committee resumed consideration of Bill C-250, An Act to amend the Criminal Code (hate propaganda) (See Minutes of Proceedings, Tuesday, February 25, 2003, Meeting No. 22).
Vic Toews moved – That, pursuant to Standing Order 97.1 the committee report to the House and recommend not to proceed further with Bill C-250, An Act to amend the Criminal Code (hate propaganda), and recommend that the Minister of Justice examine the subject matter of C-250 with a view to dealing with the issues it raises, in conformity with fundamental Canadian freedoms.
Debate arose thereon.
By unanimous consent, it was agreed that, pursuant to Standing Order 108(2), the Committee resumed consideration of the issue of conditional sentencing.
At 4:25 p.m., the sitting was suspended.
At 4:30 p.m., the sitting resumed.
The Committee resumed consideration of the issue of conditional sentencing.
The witnesses made a statement and answered questions.
At 5:30 p.m., the Committee adjourned to the call of the Chair.
