The Standing Committee on Justice and Human Rights met at 11:05 a.m. this day, in Room 308 West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Marlene Jennings, Christian Jobin, Robert Lanctôt, Derek Lee, Paul Harold Macklin, John Maloney, Richard Marceau, John McKay, Lorne Nystrom, Pat O'Brien, Andy Scott, Kevin Sorenson and Vic Toews.

 

Acting Members present: Dominic LeBlanc for Hedy Fry and Brent St. Denis for Sarmite Bulte.

 

In attendance: Library of Parliament: Philip Rosen, Principal; Kristen Douglas, Analyst.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of John McKay, it was agreed, — That Andy Scott be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Paul Harold Macklin, it was agreed, — That John McKay be elected as Goverment Vice-Chair of the Committee.

 

On motion of Garry Breitkreuz, it was agreed, — That Chuck Cadman be elected as Opposition Vice-Chair of the Committee.

 

Andy Scott took the Chair.

 
By unanimous consent, the Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee meet every Tuesday and Thursday from 9:00 a.m. to 1:00 p.m. and every Wednesday from 3:30 p.m. to 5:30 p.m.

 

Paul Harold Macklin moved, — That the Subcommittee on Solicitation Laws be composed of the following 6 members: Hedy Fry, Patty Torsney, Chuck Cadman, Richard Marceau, Libby Davies and Inky Mark.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to on division.

 

It was agreed, — That the Subcommittee on Solicitation Laws elect its Chair.

 

It was agreed, — That the Committee give priority to the following legislation: Bill C-20, Bill C-23, Bill C-33, Bill C-45 and Bill C-46.

 

On motion of Paul Harold Macklin, it was agreed, — That the Committee begin its hearings on Bill C-20 as soon as possible this week.

 

It was agreed, — That the Committee invite the Minister of Justice and his officials to appear before the Committee on Bill C-33 this week.

 

At 11:59 a.m., the Committee adjourned to the call of the Chair.
