Tuesday, December 3, 2002

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:02 a.m. this day, in Room 253-D, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, John Finlay, John Godfrey, Nancy Karetak-Lindell, Yvan Loubier, Inky Mark, Benoît Serré, Brent St. Denis and Maurice Vellacott.

Acting Member present: Larry Bagnell for John Efford

In attendance: From the Library of Parliament: Jean-Luc Bourdages, Mary Hurley and Tonina Simeone, Analysts.

Witnesses: From the Department of Indian Affairs and Northern Development: David Cox, Legal Counsel; John Bailey, Negotiator, Resource Strategies. From the Department of Justice: Deborah Friedman, Counsel, Métis and Non-Status Initiatives, Aboriginal Law and Strategic Initiatives. The Order of Reference dated Thursday, October 3, 2002, being now read as follows:

ORDERED, -- That Bill C-2, An Act to establish a process for assessing the environmental and socio-economic effects of certain activities in Yukon be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

The Chair called Clause 1.

At 11:02 a.m., the sitting was suspended.

At 11:14 a.m., the sitting resumed.

John Bailey and Glen Everitt each made an opening statement and answered questions.

Rick O’Brien, Rosemary Blair-Smith, Sam Donnessey, Mike Smith, Ed Schultz and Lindsay Staples each made an opening statement and, with the other witnesses, answered questions.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
