MINUTES OF PROCEEDINGS

Meeting No. 13

Tuesday, December 7, 1999

The Standing Committee on Industry met at 9:03 a.m. this day, in Room 701, La Promenade Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Pierre Brien, John Cannis, Antoine Dubé, Marlene Jennings, Jim Jones, Walt Lastewka, Gurbax Malhi, Ian Murray, Charlie Penson, Jerry Pickard, Nelson Riis, Werner Schmidt and Susan Whelan.

Other Member present: Dan McTeague.

In attendance: From the Parliamentary Branch of the Library of Parliament: Dan Shaw, Research Officer; Daniel Brassard, Research Officer.

Witnesses: From the Office of the Auditor General of Canada: Richard Flageole, Assistant Auditor General; Peter Simeoni, Principal, Audit Operations Branch. From the CAW Canada: Terry O'Toole, President, Local 3, Marine Workers Federation; Robert Chernecki, Assistant to the President; Gary Marr, President, Marine Workers Federation; Bern Hardy, Vice-President, Marine Workers Federation; Les Holloway, Executive Director, Marine Workers Federation. From the "Syndicat des travailleurs du chantier naval de Lauzon": Richard Gauvin, President.

In accordance with mandate under S.O. 108(2), the Committee proceeded to the consideration of the 1999 Report of the Auditor General of Canada, Chapter 19 - Industry Portfolio - Investing in Innovation.

Richard Flageole made a statement and with Peter Simeoni answered questions.

At 10:20 a.m. the sitting was suspended.

At 10:29 a.m. the sitting resumed.

Pursuant to the Committee's mandate under Standing Order 108(2), the Committee resumed consideration of its study concerning Productivity, Innovation and Competitiveness in the Shipbuilding Sector.

Robert Chernecki, Les Holloway and Richard Gauvin made opening statements and, with the other witnesses, answered questions.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
