MINUTES OF PROCEEDINGS
Meeting No. 9

THURSDAY, NOVEMBER 18, 1997

The Standing Committee on National Defence and Veterans Affairs and the Standing Committee on Foreign Affairs and International Trade met in a joint televised session at 9:14 o’clock a.m., this day, in room 253-D of the Centre Block, the Chairs, Robert Bertrand and Bill Graham presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Clouthier, Peter Goldring, Art Hanger, Judi Longfield, John O’Reilly, David Price, John Richardson.

Members of the Standing Committee on Foreign Affairs and International Trade
present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Scott Brison, John Cannis, Bill Graham, Gurmant Grewal, Ted McWhinney, Bob Mills, Julian Reed, Bob Speller.

Acting Members for the Standing Committee on Foreign Affairs and International Trade present: Raymonde Folco for Denis Paradis.

In attendance: From Committees and Legislative Services: Janice Hilchie, Committee Clerk. From the Research Branch of the Library of Parliament: James Lee, Michel Rossignol and Gerald Schmitz, Research Officers.

Witnesses: As individuals: John Graham, Senior Elections Officer in Bosnia for the Organization for Security and Cooperation in Europe; Professor Lenard Cohen, Political Science Department, Simon Fraser University. From CARE Canada: Barbara Shenstone, Development Worker (Bosnia-Herzegovina). From the Université de Québec à Montréal: Professor William Schabas.

Pursuant to Standing Order 108(2), the Committee proceeded to examine Canada’s future participation in the Stabilization Force (SFOR) in Bosnia.

John Graham, Lenard Cohen and Barbara Shenstone each made opening statements and answered questions.

William Schabas made a statement and, with the other witnesses answered questions.

At 12:07 o’clock p.m., the Committee adjourned to the call of the Chair.
