Meeting No. 35

Tuesday, May 5, 1998

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:35 o’clock p.m., this day, in 209, West Block, the Chair, Reg Alcock, presiding.

Members of the Committee present: Diane Ablonczy, Reg Alcock, Caroline Bennett, Claudette Bradshaw, Bonnie Brown, Brenda Chamberlain, Paul Crête, Libby Davies, Nick Discepola, Jean Dubé, Christiane Gagnon, Larry McCormick, Bob Nault and Byron Wilfert.

Acting Members present: Peter MacKay for Jean Dubé; Réginald Bélair for Robert Nault.

Other Member present: Charlie Power.

In attendance: From the Research Branch of the Library of Parliament: Bill Young and Sandra Harder, Research Officers.

Appearing: The Honourable Pierre Pettigrew, Minister of Human Resources Development. The Honourable Ethel Blondin-Andrew, Secretary of State (Children and Youth).

Witnesses: Norine Smith, Assistant Deputy Minister, Insurance; Ian Green, Senior Associate Deputy Minister; Martha Nixon, Associate Executive Head, Human Resources Investment Branch; Hy Braiter, Senior Assistant Deputy Minister.

The Committee resumed consideration of its Order of Reference from the House of Commons dated February 26, 1998 in relation to the Main Estimates for the Fiscal year ending March 31, 1999 and, pursuant to Standing Order 81(7), its consideration of the Report on Plans and Priorities. (See Minutes of Proceedings and Evidence, Tuesday, May 5, 1998, Meeting No. 34).

The Chairman called Vote 1, 5, 10 and 20 under HUMAN RESOURCES DEVELOPMENT.

The Minister and the Secretary of State made an opening statement and, with the witnesses, answered questions.

At 4:50 o’clock p.m., the Vice-Chair, Bonnie Brown, took the Chair.

At 4:55 o’clock, p.m., the Chair Reg Alcock assumed the Chair.

At 5:18 o’clock p.m., the Committee adjourned to the call of the Chair.
