Meeting No. 4

TUESDAY, NOVEMBER 4, 1997

The Standing Committee on Aboriginal Affairs and Northern Development met at 6:18 o’clock p.m., this day by videoconference, in room 701 La Promenade Building, the Chair, Guy Saint-Julien, presiding.

Members of the Committee present: John Bryden, John Finlay, Nancy Karetak-Lindell, Judi Longfield, Bernard Patry, Bryon Wilfert, Derrek Konrad, Grant McNally, Ghislain Fournier, Louise Hardy and Gerald Keddy.

Acting Members present: David Pratt for David Iftody and Larry McCormick for Lawrence O'Brien.


In attendance: From the Research Branch of the Library of Parliament: Mary C. Hurley and Jill Wherrett, Research Officers.

Witnesses: From the Government of Yukon: Maurice Albert, Deputy Minister,
Department of Economic Development. From the Council of Yukon First Nations: Victor Mitander, Chief Negotiator, Darryn Lees, Senior Advisor. From Liard First Nation: Chief Ann Bayne; Sam Donnessy, Advisor.


The Committee resumed consideration of Bill C-8, An Act respecting an accord between the Government of Canada and the Yukon Territory relating to the administration and control of and legislative jurisdiction in respect of oil and gas. (See Minutes of Proceedings dated Tuesday, November 4, 1997, Meeting No.3)

The Committee resumed consideration of Clause 2.

From Whitehorse, Yukon

Maurice Albert, Victor Mitander and Chief Ann Bayne made statements and answered questions.

The question being put on Clause 2, it carried.

Clauses 3 to 28 carried severally.

Clause 1 carried.

The preamble carried.

The Title carried.

The Bill carried.

ORDERED, - That the Chair report the Bill to the House.


At 7:38 o’clock p.m., the Committee adjourned to the call of the Chair.
