Pursuant to the order of reference of Thursday, December 10, 2020, the committee resumed consideration of Bill C-8, An Act to amend the Citizenship Act (Truth and Reconciliation Commission of Canada's call to action number 94).

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of the Preamble was postponed.

The Chair called Clause 1.

Clause 1 carried.

Clause 2 carried.

On Schedule 1,

Christine Normandin moved, — That Bill C-8 be amended by replacing the Schedule on page 2 with the following:

“SCHEDULE

(Section 24)

Oath or Affirmation of Citizenship

I swear (or affirm) that I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors, and that I will faithfully observe the laws of Canada, respect the inherent, Aboriginal and treaty rights of First Nations, Inuit and Métis peoples and fulfil my duties as a Canadian citizen.”

After debate, the question was put on the amendment of Christine Normandin and it was negatived on the following recorded division:

YEAS: Christine Normandin — 1;

NAYS: Gary Anandasangaree, Raquel Dancho, Jenny Kwan, Cathy McLeod, Eric Melillo, Marcus Powlowski, Brenda Shanahan, Adam van Koeverden, Gary Vidal, Lenore Zann — 10.

Jenny Kwan moved, — That Bill C-8 be amended by replacing the schedule on page 2 with the following:

I swear (or affirm) that I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors, and that I will faithfully observe the laws of Canada, including the inherent rights and titles of, and the treaties and agreements with, First Nations, the rights and agreements with Inuit and Métis peoples and the Constitution, which recognizes and affirms the Aboriginal and treaty rights of First Nations, Inuit and Métis peoples, and fulfil my duties as a Canadian citizen."

After debate, the question was put on the amendment of Jenny Kwan and it was negatived on the following recorded division:

YEAS: Jenny Kwan — 1;

NAYS: Gary Anandasangaree, Raquel Dancho, Cathy McLeod, Eric Melillo, Christine Normandin, Marcus Powlowski, Brenda Shanahan, Adam van Koeverden, Gary Vidal, Lenore Zann — 10.

Jenny Kwan moved, — That Bill C-8 be amended by replacing the Schedule on page 2 with the following:

Debate arose thereon.

Christine Normandin moved, — That the amendment be amended by replacing the words “, title rights and the Constitution, which recognizes and affirms” with the word “and”.

After debate, the question was put on the subamendment of Christine Normandin and it was negatived on the following recorded division:

It was agreed, — That the updated work plan for the study of food security in northern communities be adopted.
