At 12:45 p.m., the sitting resumed.
On motion of Blake Richards, it was agreed, — That the committee invite the President of the Queen’s Privy Council for Canada and departmental officials, and the Chief Electoral Officer and Elections Canada officials, to appear on Supplementary Estimates (B), 2019-20, before the reporting deadline set out in Standing Order 81(5), and that these appearances be televised.
It was agreed, — That the committee resume consideration of the motion of Rachel Blaney, moved on Tuesday, February 4, 2020, which read as follows:
That for the remainder of the 43rd Parliament, notwithstanding Standing Order 106(2), in addition to the Chair and First Vice-Chair, there be one vice-chair from the Bloc Québécois and one vice-chair from the New Democratic Party for all committees listed under Standing Order 104;
and the amendment of Blake Richards, moved on Tuesday, February 4, 2020, which read as follows:
That the motion be amended by adding, after the words “Standing Order 104”, the following: “and that a vice-chair eligible for more than one additional salary under sections 62.1 to 62.3 of the Parliament of Canada Act shall only receive one of the additional salaries for which he or she is eligible”.
The question was put on the amendement and it was negatived on the following recorded division:

NAYS : Omar Alghabra, Rachel Blaney, Kirsty Duncan, Mark Gerretsen, Ginette Petitpas Taylor, Ryan Turnbull — 6.
Mark Gerretsen moved, — That the motion be amended by adding, after the words “Standing Order 104”, the following: “and that the committee request that the Board of Internal Economy, under the powers granted to it under section 59 of the Parliament of Canada Act, enact a rule or order that the sessional allowance of a member is reduced by the equivalent amount listed under section 62.1(h) and 62.3 of the Parliament of Canada Act when a member occupies more than one position under these provisions of the Act so that a member may only receive one vice-chair salary, regardless of how many vice-chair positions they hold”.
Blake Richards moved, — That the amendment be amended by adding the following: “provided that the amendment to Standing Order 106(2) shall not have effect until the said order under the Parliament of Canada Act has been implemented”.
The question was put on the subamendment of Blake Richards and it was negatived on the following recorded division:
