The Standing Committee on Citizenship and Immigration met in a televised session at 8:45 a.m. this day, in Room 237-C, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

In attendance: Library of Parliament: Julie Béchard, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Les Linklater, Assistant Deputy Minister, Strategic and Program Policy; Robert Orr, Assistant Deputy Minister, Operations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 4, 2013, the Committee commenced its study of the temporary resident visas for visitors.
 

Les Linklater and Robert Orr made statements and answered questions.

 

At 10:36 a.m., the sitting was suspended.

At 10:38 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Tenth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:

Your Subcommittee met on Tuesday, May 28, 2013, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study of the Temporary Resident Visas for visitors, including these three (3) areas of study: 1) the integrity of the system; 2) the cost and practical implications of introducing an appeal mechanism; and 3) a comparison of Canada’s visitor visa system with programs in peer countries, including but not limited to Australia, New Zealand, the USA and the UK;

2. That the Committee invite officials from Citizenship and Immigration Canada (CIC) to appear on Thursday, May 30, 2013 on its study;

3. That the Committee hold four (4) additional meetings to hear from witnesses and up to two (2) additional meetings to hear from officials from peer countries by videoconference;

4. That the meetings to hear witnesses be divided into one (1) hour panels, and that each panel include at most two (2) organizations or three (3) individuals, with a maximum of two (2) representatives per organization and that, for a panel of two (2) witnesses, each organization or individual be given ten (10) minutes to make an opening statement and that for a panel of three (3) witnesses, each organization or individual be given eight (8) minutes to make an opening statement;

5. That Committee members submit their prioritized witness lists, with the witnesses’ complete contact information, to the Clerk no later than Thursday, May 30, 2013, before 12 noon;

6. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: eight (8) witnesses for the Government (Conservative Party), five (5) witnesses for the Official Opposition (New Democratic Party) and two (2) witnesses for the other opposition party (Liberal Party) and that CIC officials, as well as officials from peer countries be counted as additional witnesses;

7. That the Committee draft a report in relation to this study and schedule one (1) meeting to consider the draft report.
