The Standing Committee on Citizenship and Immigration met in camera at 11:02 a.m. this day, in Room 253-D, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Don Davies, Rick Dykstra, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Dawn Edlund, Associate Assistant Deputy Minister, Operations; Les Linklater, Assistant Deputy Minister, Strategic and Program Policy.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure. The Report was adopted and read as follows:

Your Subcommittee met on Tuesday, September 27, 2011, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee invite the Department of Citizenship and Immigration on Thursday, September 29, 2011, to provide an overview of the Department’s role and responsibilities;

2. That the Committee meet with a delegation from the Federal Parliament of Germany on Tuesday, October 4, 2011;

3. That the Committee undertake a study of immigration application backlogs in light of the Action Plan for Faster Immigration and that the Committee hold eight (8) meetings on this study, starting on Thursday, October 6, 2011;

4. That the panels consist of no more than three (3) groups or individuals per hour;

5. That the Committee invite departmental officials for the first two (2) hours at the beginning of the study and if needed, the Committee schedule an additional meeting to hear from the officials;

6. That the Committee schedule four (4) meetings to hear from witnesses;

7. That the Committee draft a report in relation to this study and schedule two (2) meetings to consider the draft report; and

8. That members submit their prioritized witness lists to the clerk by 5 p.m. on Tuesday, October 4, 2011.

 

At 11:14 a.m., the sitting was suspended.

At 11:15 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 29, 2011, the Committee proceeded to a briefing session on the Department of Citizenship and Immigration.
 

Les Linklater and Dawn Edlund made statements and answered questions.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
