The Standing Committee on Government Operations and Estimates met in a televised session at 8:45 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Blaine Calkins, Siobhan Coady, Jacques Gourde, Pat Martin, Hon. John McKay, Hon. Geoff Regan, Robert Vincent and Chris Warkentin.

 

Acting Members present: Hon. Laurie Hawn for Ed Holder.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst; Philippe LeGoff, Analyst.

 

Witnesses: Treasury Board Secretariat: David Enns, Deputy Assistant Secretary, Expenditure Management; Alister Smith, Associate Secretary. Library of Parliament: Mostafa Askari, Assistant Parliamentary Budget Officer, Economic and Fiscal Analysis, Office of the Parliamentary Budget Officer; Sahir Khan, Assistant Parliamentary Budget Officer, Expenditure and Revenue Analysis, Office of the Parliamentary Budget Officer; Kevin Page, Parliamentary Budget Officer; Peter Weltman, Financial Advisor-Analyst, Expenditure and Revenue Analysis, Office of the Parliamentary Budget Officer; Jason Jacques, Financial Advisor-Analyst, Expenditure and Revenue Analysis, Office of the Parliamentary Budget Officer.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010 the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 
Pursuant to Standing Order 108(3)(c)(viii), the Committee commenced its study of the effectiveness, management and operation together with operational and expenditure plans arising from Supplementary Estimates (B) 2010-2011.
 

Alister Smith made a statement and, with the other witnesses, answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

Kevin Page made a statement and, with the other witnesses, answered questions.

 

At 10:45 a.m., the sitting was suspended.

 

At 10:47a.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the reply from the Ontario Provincial Police in response to the motion for the production of papers that was adopted on Tuesday, November 30, 2010, be declared confidential and be distributed as such to members until an OPP representative can appear before the Committee to go over the document.

 

It was agreed, — That it be left to the discretion of the Chair whether a summons to appear would be sent to Bernard Côté to ensure that he appears on Tuesday, December 7, 2010, at 8:45 a.m. as part of the study on the management of the Department of Public Works and Government Services in awarding of contracts for the renovation of parliamentary buildings.

 

It was agreed, — That the Clerk be authorized to share with the Office of the Parliamentary Budget Officer the government’s response to the motion adopted by the Committee on Tuesday, October 5, 2010, regarding the study on the freeze on departmental budget envelopes and government operations.

 

At 10:57 a.m., the Committee adjourned to the call of the Chair.
