The Standing Committee on Government Operations and Estimates met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Patrick Brown, Siobhan Coady, Jacques Gourde, Pat Martin, Richard Nadeau, Yasmin Ratansi and Chris Warkentin.

 

Acting Members present: Rob Clarke for Ed Holder, Roger Gaudet for Diane Bourgeois, Alexandra Mendes for Martha Hall Findlay and Jeff Watson for Rod Bruinooge.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst; Lydia Scratch, Analyst.

 

Witnesses: Canadian Solar Solutions Inc.: David Arenburg, Vice-President, Business Development; Milfred Hammerbacher, President. Upper Canada Solar Ltd.: Joe Jordan, Director.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Wednesday, April 14, 2010, the Committee resumed its study of renewable energy projects funded by the Government.
 

Joe Jordan and Milfred Hammerbacher made statements and, with the other witness, answered questions.

 

At 3:47 p.m., the sitting was suspended.

At 4:29 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:05 p.m., the sitting was suspended.

At 5:06 p.m., the sitting resumed.

 

Siobhan Coady moved, — That, pursuant to Standing Order 108(1)(a) and in relation to the Committee’s study of renewable energy project funding by the Government, Western Economic Diversification Canada and the Federal Economic Development Agency for Southern Ontario be ordered to provide the Committee with all forms of communications, including correspondence, to and from Rahim Jaffer or Patrick Glemaud or Green Power Generation dating from 2008 until May 2010; that all documents be provided to the Committee within five (5) business days; and that the Committee further requests the department of Public Works and Government Services to conduct a further review of its records to ensure that the motion for the production of papers passed by this Committee on Monday, May, 3, 2010, has been fully complied with.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 0.

 

Jacques Gourde moved, — That all documents submitted by Nazim Gillani in response to the motion for the production of papers adopted on Monday, May 3, 2010, in relation to the Committee’s study on renewable energy project funding be translated into French for distribution to Committee members.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

 

It was agreed, — That the Clerk be instructed to ask the Office of the Minister of the Environment if the Committee could consider the document that was withheld under the Access to Information Act in an in camera meeting, the same document that was the subject of a letter to the Committee in response to a motion agreed to on Monday, May 3, 2010, requesting documents relevant to the study on renewable energy products funded by the government.

 

It was agreed, — That the Clerk be instructed to draft a report regarding Sun & Partners’ inadequate response to the motion agreed to on Wednesday, May 12, 2010, requesting documents pertaining to the Committee’s study of the claim relating to lobbying activities by the Member for Scarborough–Rouge River.

 

At 5:34 p.m., the sitting was suspended.

 

At 5:34 p.m., the Committee resumed sitting in camera.

 

It was agreed, — That the Clerk write to Derrick Snowdy asking him to produce his notes for the Committee.

 

At 5:44 p.m., the Committee adjourned to the call of the Chair.
