The Standing Committee on Justice and Human Rights met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Marc Lemay, Serge Ménard, Brian Murphy, Rick Norlock, Daniel Petit and Stephen Woodworth.

 

Acting Members present: Rod Bruinooge for Brent Rathgeber and Nicole Demers for Marc Lemay.

 

In attendance: Library of Parliament: Robin MacKay, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 

Witnesses: Ontario Federation of Indian Friendship Centres: Juliette Nicolet, Policy Director; Teala Quintanilla, Child and Youth Policy Analyst. As individuals: Anthony N. Doob, Professor, Centre of Criminology, University of Toronto; Jacques Dionne, Professor, Department of Psychoeducation and Psychology, Université du Québec en Outaouais. House of Commons: Earl Dreeshen, M.P., Red Deer.

 
Pursuant to the Order of Reference of Monday, May 3, 2010, the Committee resumed consideration of Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts.
 

It was agreed, — That following the witnesses on Bill C-4 this day, the Committee proceed to consideration of Bill C-576, An Act to amend the Criminal Code (personating peace officer).

 

Juliette Nicolet, Anthony N. Doob and Jacques Dionne made statements and answered questions.

 

At 4:34 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Wednesday, February 9, 2011, the Committee commenced consideration of Bill C-576, An Act to amend the Criminal Code (personating peace officer).
 

The Chair called Clause 1.

 

Earl Dreeshen made a statement and answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

After debate, Clause 1 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 5:09 p.m., the Committee adjourned to the call of the Chair.
