The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Marc Lemay, Serge Ménard, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Andrew Kania for Brian Murphy.

 

In attendance: Library of Parliament: Robin MacKay, Analyst.

 

Witnesses: Office of the Federal Ombudsman for Victims of Crime: Susan O'Sullivan, Federal Ombudsman for Victims of Crime. Office of the Correctional Investigator: Howard Sapers, Correctional Investigator; Ivan Zinger, Executive Director and General Counsel.

 

It was agreed, — That in relation to the study of Bill S-6, An Act to amend the Criminal Code and another Act, the proposed budget in the amount of $ 3,800, be adopted.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the Order in Council appointment of Susan O'Sullivan to the Position of Federal Ombudsman for Victims of Crime referred to the Committee on September 24, 2010.
 

Susan O'Sullivan made a statement and answered questions.

 

On motion of Marlene Jennings, it was agreed, — That this Committee has examined the qualifications and competence of Susan O’Sullivan, Federal Ombudsman for Victims of Crime and finds her competent to perform the duties of the position and fully endorses her appointment.

 

ORDERED, — That the Chair report to the House.

 
Pursuant to the Order of Reference of Wednesday, October 6, 2010, the Committee resumed consideration of Bill S-6, An Act to amend the Criminal Code and another Act.
 

Susan O'Sullivan made a statement and answered questions.

 

At 4:57 p.m., the sitting was suspended.

At 4:59 p.m., the sitting resumed.

 

Howard Sapers and Ivan Zinger made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
