The Standing Committee on Justice and Human Rights met in camera at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Marc Lemay, Serge Ménard, Brian Murphy, Rick Norlock and Brent Rathgeber.

 

Acting Members present: Jacques Gourde for Daniel Petit and Bruce Stanton for Stephen Woodworth.

 

In attendance: Library of Parliament: Robin MacKay, Analyst. House of Commons: Simon Larouche, Committee Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, October 7, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. On the study on organized crime:

That on the study on organized crime, the Committee agree to consider the draft report on Thursday, October 7, 2010, and as required following this day; and

That the Committee hear from additional witnesses subject to their availability.

2. On Bill C-22:

That on Bill C-22, An Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service (Protecting Children from Online Sexual Exploitation Act), the Committee commence consideration on Tuesday, October 19, 2010, and that the Minister of Justice and Justice officials be invited to appear; and

That the Committee continue to hear witnesses on Bill C-22 on Thursday, October 21 and Tuesday, October 26, 2010; and

That the Committee proceed to clause-by-clause consideration following the appearance of witnesses either on Tuesday, October 26 or, if necessary, on Thursday, October 28, 2010.

3. On Bill S-9:

That on Bill S-9, An Act to amend the Criminal Code (auto theft and trafficking in property obtained by crime), the Committee commence consideration on Thursday, October 28 provided that the House has referred the Bill to the Committee by that time; and

That officials from Statistics Canada, Canadian Centre for Justice Statistics (CCJS) (Juristat), and Public Safety Canada be invited to appear; and

That, the Committee proceed to clause-by-clause consideration following the appearance of the witnesses on Thursday, October 28, 2010.

4. On Bill C-4:

That on Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts (Sébastien’s Law (Protecting the Public from Violent Young Offenders)), the Committee resume consideration and invite witnesses (to be determined) to appear on Tuesday, November 2, 2010.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

The Committee resumed consideration of a draft report.

 

At 5:20 p.m. Brian Murphy took the Chair.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
