The Standing Committee on Justice and Human Rights met at 11:06 a.m. this day, in Room 752, 131 Queen St., the Chair, Ed Fast, presiding.

 

Members of the Committee present: Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Alexandra Mendes, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Josée Beaudin for Marc Lemay, Megan Anissa Leslie for Joe Comartin and Alice Wong for Bob Dechert.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Lyne Casavant, Analyst. House of Commons: Simon Larouche, Committee Clerk.

Pursuant to the Order of Reference of Monday, May 3, 2010, the Committee resumed consideration of Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts.
 

Simon Fournel-Laberge, Scott Bergman, Gaylene Schellenberg and William M. Trudell made statements and answered questions.

 

At 12:11 p.m., the sitting was suspended.

At 12:17 p.m., the sitting resumed.

 

Julie McAuley, Les Horne, Agnes Samler and Martha Mackinnon made statements and, with Mia Dauvergne and Craig Grimes, answered questions.

 

At 1:05 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

Brian Murphy moved, — That the proposed budget in the amount of $ 37,300, in relation to the study of Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts, be adopted.

 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Wednesday, May 26, 2010, to consider the business of the Committee and agreed to make the following recommendations:

On Bill C-4:

That on Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts (Sébastien’s Law (Protecting the Public from Violent Young Offenders)), the Committee agree to include on the list of proposed witnesses, additional witnesses which were suggested after the deadline;

That Committee meetings on Bill C-4 be 2 ½ hours long when necessary and that each meeting consist of up to 7 witnesses divided into appropriate panels, at the discretion of the Chair;

That the date for clause by clause consideration of Bill C-4 be referred back to the Committee for consideration.

 

Alexandra Mendes moved, — That the Second Report from the Subcommittee on Agenda and Procedure be adopted.

Irwin Elman made a statement and, with the Lee Tustin, answered questions.
