The Standing Committee on Public Accounts met at 3:29 p.m. this day, in Room 253-D, Centre Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Meili Faille, Daryl Kramp, Derek Lee, Hon. Shawn Murphy, Pascal-Pierre Paillé, Andrew Saxton, Bev Shipley, John Weston and Terence Young.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; John Wiersema, Deputy Auditor General; Linda Drainville, Principal. Department of Natural Resources: Cassie J. Doyle, Deputy Minister; Bill Merklinger, Assistant Deputy Minister and Chief Financial Officer; Carol Buckley, Director General, Office of Energy Efficiency. As an individual: Richard B. Fadden, former Deputy Minister, Department of Natural Resources.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Tuesday, May 26, 2009, the Committee commenced consideration of Chapter 6, "Selected Contribution Agreements - Natural Resources Canada" of the Spring 2009 Report of the Auditor General of Canada.
 

Sheila Fraser and Cassie J. Doyle made statements and, with John Wiersema, Bill Merklinger and Carol Buckley, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Seventeenth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, October 27, 2009, to consider the business of the Committee and agreed to make the following recommendation:

That the motion adopted by the Committee on Thursday, March 5, 2009, which reads as follows:

“That all departments and agencies of the federal government that have been subject to a performance audit by the Office of the Auditor General of Canada provide a detailed action plan to address the audit findings and recommendations - including specific actions, timelines for their completion and responsible individuals - to the Public Accounts Committee and the Office of the Auditor General of Canada within six months of the audit being tabled in the House of Commons; and that departments and agencies that are invited to appear before the Public Accounts Committee to discuss the findings of an audit should, when feasible, provide an action plan to the Committee prior to the hearing”

be amended to read as follows:

“That all departments and agencies of the federal government that have been subject to a performance audit by the Office of the Auditor General of Canada provide a detailed action plan to address the audit recommendations which have been agreed to - including specific actions, timelines for their completion and responsible individuals - to the Public Accounts Committee and the Office of the Auditor General of Canada within six months of the audit being tabled in the House of Commons; and that departments and agencies that are invited to appear before the Public Accounts Committee to discuss the findings of an audit should, when feasible, provide an action plan to the Committee prior to the hearing”.

 

On motion of Derek Lee, it was agreed, — That the report of the Subcommittee be concurred in.

 

At 5:01 p.m., the Committee adjourned to the call of the Chair.
