The Standing Committee on Public Accounts met at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Luc Desnoyers, Meili Faille, Daryl Kramp, Hon. Shawn Murphy, Yasmin Ratansi, Andrew Saxton, Bev Shipley and John Weston.

 

Acting Members present: Rick Norlock for Terence Young.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Richard Flageole, Assistant Auditor General; Tom Wileman, Principal. Treasury Board Secretariat: Wayne Wouters, Secretary; John M. Morgan, Assistant Comptroller General, Financial Management and Analysis Sector; Frank Des Rosiers, Assistant Secretary. Canada Public Service Agency: Mitch Bloom, Vice-President, Strategic Policy, Planning and Research Sector. Privy Council Office: Karl Salgo, Director of Strategic Policy, Machinery of Government.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, March 24, 2009, to consider the business of the Committee and agreed to make the following recommendations:

1. That the meeting scheduled for April 2, 2009 on the Auditor General’s March 2009 Status Report be televised;

2. That, notwithstanding the routine motion adopted on February 3, 2009, the time allocated to opening statements at the briefing session scheduled for April 21, 2009, be extended to a maximum of 15 minutes per witness; and

3. That at the meeting scheduled for April 28, 2009, the Committee consider draft reports.
 

On motion of Yasmin Ratansi, it was agreed, — That the Seventh Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts be adopted.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee commenced consideration of Chapter 2, "Governance of Small Federal Entities" of the December 2008 Report of the Auditor General of Canada.
 

Sheila Fraser and Wayne Wouters made statements and, with the other witnesses, answered questions.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
