The Standing Committee on Public Accounts met at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Shawn Murphy, presiding.

Members of the Committee present: David Christopherson, Luc Desnoyers, Meili Faille, Daryl Kramp, Hon. Shawn Murphy, Yasmin Ratansi, Andrew Saxton, Bev Shipley and Terence Young.

Acting Members present: Randy Kamp for John Weston and Andrew Kania for Bonnie Crombie.

In attendance: Library of Parliament: Andrew Kitching, Analyst ; Alex Smith, Analyst . House of Commons: Rob R. Walsh, Law Clerk and Parliamentary Counsel.

Witnesses: Office of the Auditor General of Canada: Richard Flageole, Assistant Auditor General; Anne Marie Smith, Principal. Privy Council Office: Kevin G. Lynch, Clerk of the Privy Council and Secretary to the Cabinet; Yvan Roy, Deputy Secretary to the Cabinet and Counsel to the Clerk of the Privy Council, Legislation and House Planning and Machinery of Government; Patricia J. Hassard, Deputy Secretary to the Cabinet, Senior Personnel and Public Service Renewal. Immigration and Refugee Board of Canada: Brian Goodman, Chairperson; Sylvia Cox-Duquette, Senior General Counsel.

Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Thursday, April 23, 2009, the Committee commenced consideration of Chapter 2, "The Governor in Council Appointment Process" of the 2009 Status Report of the Auditor General of Canada.

Richard Flageole, Kevin G. Lynch and Brian Goodman made statements and, with the other witnesses, answered questions.

At 5:36 p.m., the Committee adjourned to the call of the Chair.
