The Standing Committee on Public Accounts met at 3:28 p.m. this day, in Room 213, Wellington Building, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Luc Desnoyers, Meili Faille, Daryl Kramp, Hon. Shawn Murphy, Andrew Saxton, Bev Shipley, John Weston and Terence Young.

 

Acting Members present: Martha Hall Findlay for Yasmin Ratansi.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Alex Smith, Analyst. House of Commons: Rob R. Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: Department of Public Works and Government Services: Daphne Meredith, Associate Deputy Minister; Caroline Weber, Assistant Deputy Minister, Corporate Services, Policy and Communications Branch; Ellen Stensholt, Senior General Counsel, Legal Services Branch; Christine Payant, Director General, Product Management, Information Technology Services Branch; Liliane saint pierre, Assistant Deputy Minister, Acquisitions Branch; Scott Leslie, Senior Director, Special Procurement Initiatives Directorate, Acquisitions Branch.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Thursday, June 4, 2009, the Committee commenced consideration of the order of the Committee adopted on Tuesday, May 12, 2009 concerning audio recordings relating to the study of Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada, and the power of committees to order the production of documents.
 

Daphne Meredith made a statement and, with the other witnesses, answered questions.

 

Meili Faille deposited a report entitled "Report of MP Meili Faille to the Standing Committee on Public Accounts", concerning the audio recordings relating to the study of Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David Christopherson moved, — That, by 30 June 2009, the Department of Public Works and Government Services deposit, complete and unaltered, the audio recordings requested at the meeting of March 24, 2009, in relation to the Committee’s study of Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada.

 

After debate, the question was put on the motion and it was agreed to.

 

It was agreed, — That the matter of the audio recordings relating to the study of Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada be referred to the next meeting of the Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts.

 

At 4:34 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 9, 2009, the Committee commenced consideration of the procurement process for the Integrated Relocation Program, in relation to the Committee's study of Chapter 5, "Relocating Members of the Canadian Forces, RCMP, and Federal Public Service" of the November 2006 Report of the Auditor General of Canada (Fifteenth Report of the First Session, Thirty-Ninth Parliament).
 

Daphne Meredith made a statement.

 

John Weston moved, — That the Committee proceed to sit in camera.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: Daryl Kramp, Andrew Saxton, Bev Shipley, John Weston, Terence Young — 5; NAYS: David Christopherson, Bonnie Crombie, Luc Desnoyers, Meili Faille, Martha Hall Findlay — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

At 4:51 p.m., the sitting was suspended.

 

At 4:52 p.m., the Committee proceeded to sit in camera.

 

The witnesses answered questions.

 

At 5:32 p.m., the sitting was suspended.

 

At 5:33 p.m., the Committee proceeded to sit in public.

 

On motion of David Christopherson, it was agreed, — That the Committee do now conclude its study of the procurement process for the Integrated Relocation Program, in relation to the Committee's study of Chapter 5, "Relocating Members of the Canadian Forces, RCMP, and Federal Public Service" of the November 2006 Report of the Auditor General of Canada (Fifteenth Report of the First Session, Thirty-Ninth Parliament).

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
