The Standing Committee on Finance met in a televised session at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Dean Del Mastro, Rick Dykstra, Jean-Yves Laforest, Hon. John McCallum, Hon. John McKay, Rob Merrifield, Massimo Pacetti, Hon. Garth Turner and Mike Wallace.

 

Acting Members present: David Christopherson for Thomas J. Mulcair, Claude DeBellefeuille for Paul Crête and Tony Martin for Thomas J. Mulcair.

 

In attendance: Library of Parliament: Alexandre Laurin, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 

Witnesses: Robert Bouchard, M.P., Chicoutimi—Le Fjord. Office of Robert Bouchard, M.P.: Marc-André Roche, Analyste, Bloc Quebecois; Alexandre Cliche, Assistant. Canada Revenue Agency: James Ralston, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch; Filipe Dinis, Director General, Resource Management Directorate, Finance and Administration Branch.

 
Pursuant to the Order of Reference of Tuesday, October 16, 2007, the Committee commenced consideration of Bill C-207, An Act to amend the Income Tax Act (tax credit for new graduates working in designated regions).
 

Robert Bouchard made a statement and, with the other witnesses, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

On Clause 1,

Jean-Yves Laforest moved, — That Bill C-207, in Clause 1, be amended by replacing line 10 on page 2 with the following:

“January 1, 2008;”

 

The question was put on the amendment of Jean-Yves Laforest and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 
Jean-Yves Laforest moved, — That Bill C-207, in Clause 1, be amended by replacing lines 33 to 37 on page 2 with the following:

“qualifying employment;

(b) $3,000; and

(c) the amount by which $8,000 exceeds the aggregate of all amounts each of which is an amount that the individual deducted under this section for the purpose of computing the tax payable, or that the individual is deemed to have”

 

The question was put on the amendment of Jean-Yves Laforest and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

 

Clause 1 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

The Title was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

The Bill was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 4:42 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) for the fiscal year ending March 31, 2008: Vote 1b under CANADA REVENUE AGENCY referred to the Committee on Thursday, February 14, 2008.
 

James Ralston made a statement and, with Filipe Dinis, answered questions.

 

At 5:14 p.m., the Committee adjourned to the call of the Chair.
