The Standing Committee on Finance met at 12:31 p.m. this day, in Room 208, West Block, the Chair, Rob Merrifield, presiding.

Members of the Committee present: Paul Crête, Dean Del Mastro, Jean-Yves Laforest, Hon. John McCallum, Hon. John McKay, Ted Menzies, Rob Merrifield, Thomas J. Mulcair, Massimo Pacetti, Hon. Garth Turner and Mike Wallace.

Acting Members present: Joe Comartin for Thomas J. Mulcair, Martha Hall Findlay for Hon. John McKay and Daryl Kramp for Rick Dykstra.

In attendance: Library of Parliament: June Dewetering, Principal Analyst ; Alexandre Laurin, Analyst.

Pursuant to the Order of Reference of Tuesday, October 16, 2007, the Committee commenced consideration of Bill C-305, An Act to amend the Income Tax Act (exemption from taxation of 50% of United States social security payments to Canadian residents).

Mike Wallace moved, — That this Committee, pursuant to S.O. 97.1, recommends that the House of Commons do not proceed further with Bill C-305, An Act to amend the Income Tax Act (exemption from taxation of 50% of United States social security payments to Canadian residents) in order to protect the integrity of the government's budget framework.

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Dean Del Mastro, Daryl Kramp, John McCallum, John McKay, Ted Menzies, Massimo Pacetti, Garth Turner, Mike Wallace — 8; NAYS: Joe Comartin, Paul Crête, Jean-Yves Laforest — 3.

ORDERED, — That the Chair report the motion to the House.
