The Standing Committee on Fisheries and Oceans met at 9:02 a.m. this day, in Room 536, Wellington Building, the Chair, Gerald Keddy, presiding.

 

Members of the Committee present: Raynald Blais, John Cummins, Rodger Cuzner, Randy Kamp, Gerald Keddy, James Lunney, Hon. Lawrence MacAulay, Bill Matthews and Jean-Yves Roy.

 

Acting Members present: James Bezan for Fabian Manning and Jean Crowder for Peter Stoffer.

 

In attendance: Library of Parliament: François Côté, Analyst; Alan Nixon, Principal.

 

Witnesses: Spawn on Kelp Operators: Don McNeil, Representative; Randy Pilfold, Vice-President.

 
Pursuant to Standing Order 108(2) and the motion agreed to by the Committee on June 1, 2006, the Committee commenced its study of Herring spawn on kelp fishery.
 

The witnesses made statements and answered questions.

 

At 10:16, the sitting was suspended.

At 10:21, the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Subcommittee on Agenda and Procedure consider recommending that the Committee undertake a study on the Freshwater Fish Marketing Corporation, the legislation governing it, the health of the fishery and the development of new technology to process freshwater fish.

 

It was agreed, — That, in the Fall 2006, the Committee invite representatives of the Cheam Indian Band to appear before the Committee regarding gravel extraction and enforcement on the Fraser River, and that they also be asked to address the issues of the Cheam’s monitoring program, ceremonial pilot project, and their developing relationship with the Department of Fisheries and Oceans.

 

It was agreed, — That the budget for the Committee's study of gravel extraction and enforcement on the Fraser River be increased by $6400; and that the budget's end date be extended to December 31, 2006.

 

It was agreed, — That the Minister of Fisheries and Oceans be invited to appear on Tuesday, June 13, 2006 from 9:00 a.m. to 10:30 a.m. in relation to the Main Estimates; that the Committee consider Committee business from 10:30 to 11:00; and that if the Minister is unavailable, the Committee devote the entire meeting to the consideration of Committee business.

 

It was agreed, — That the Committee undertake a study of the Canadian seal hunt.

 

It was agreed, — That officials from the Departments of Fisheries and Oceans and Foreign Affairs appear before the Committee on Thursday, June 15, 2006 to provide technical briefings on the Canadian seal hunt.

 

At 10:57 a.m., the Committee adjourned to the call of the Chair.
