The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows :
Your Subcommittee met on Tuesday, September 19, 2006, to consider the business of the Committee and agreed to make the following recommendations :
1. That the Committee continue its study on the Seal Hunt.
2. That Committee examine the possibility of reactivating the two travel requests submitted in June 2006.
3. That, during its travel to the Maritimes, the Committee combine the following two subjects: The Seal Hunt and the new rules for boat stability, and in particular the matter of the fishery boat length requirements.
4. That the Committee invite the Cheam Indian Band to appear before the Committee regarding gravel extraction and enforcement on the Fraser River, and that they also be asked to address the issues of the Cheam’s monitoring program, ceremonial pilot project, and their developing relationship with the Department of the Fisheries and Oceans.
5. That the Committee study the implementation of Integrated Fisheries Management Plans in the Pacific Region.
6. That the Committee invite DFO officials to appear on the Fraser Salmon Fishery 2006.
7. That the Committee study the issues of the Trust agreements, fleet separation and the owner-operator principle.
8. That the Committee study the issue of new rules for boat stability, and in particular the matter of the fishery boat length requirements.
9. That the Committee meet with the European Parliament's Delegation for Relations with Canada on Thursday, November 23, 2006, from 9:00 a.m. to 11:00 a.m.
10. That the Committee invite the Minister of Fishery and Oceans on his priorities as soon as possible before the tabling of the Supplementary Estimates in October.
11. That the Committee plan four (4) meetings on the Supplementary Estimates to be tabled in October.
12. That the Committee invite the following two groups: Fédération régionale acadienne des pêcheurs professionnels Inc. and the Conservation Council of New Brunswick Inc. to discuss The Bennet Environmental Toxic Waste Incinerator in Belledue, New-Brunswick
13. That the Committee study the At-Sea Observers Program.
It was agreed, — that the Second Report as amended be adopted.
