The Standing Committee on Citizenship and Immigration met in a televised session at 10:59 a.m. this day, in Room 253-D, Centre Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay and Hon. Andrew Telegdi.

 

Acting Members present: Harold Albrecht for Nina Grewal, Bev Shipley for Rahim Jaffer and Lloyd St. Amand for Blair Wilson.

 

Associate Members present: Dean Del Mastro.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst.

 

Witnesses: Canadian War Brides: Melynda Jarratt, Historian. Lost Canadian Organization: Don Chapman. B.C. Civil Liberties Association: Jason Gratl, President; Christina Godlewska, Articled Student. As individuals: Wendy Adams; Charles Bosdet; William Smith; Christopher Veeman; Barry Edmonston, Professor, Department of Sociology, University of Victoria; Donald Galloway, Professor of Law, University of Victoria.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 1, 2007, the Committee resumed its study of Loss of Canadian Citizenship for the years 1947, 1977 and 2007 .
 

Panel I: Wendy Adams, Charles Bosdet, Melynda Jarratt, William Smith, Christopher Veeman and Don Chapman made statements and answered questions.

 

Panel II: Barry Edmonston, Donald Galloway, Jason Gratl and Christina Godlewska made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the Standing Committee on citizenship and Immigration ask the Minister, the Deputy Minister, and other appropriate officials from the Department of Citizenship and Immigration to appear before the Committee to further discuss the issue of Lost Canadians and the measures the Government is taking to notify potentially affected Canadians of the retention rule, with regards to the letter from Deputy Minister Richard B. Fadden, dated February 23, 2007, and that the letter be appended to the committee evidence.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Omar Alghabra, Meili Faille, Raymond Gravel, Jim Karygiannis, Bill Siksay, Lloyd St. Amand, Andrew Telegdi — 7; NAYS: Harold Albrecht, Barry Devolin, Ed Komarnicki, Bev Shipley — 4.

 

At 1:14 p.m., the Committee adjourned to the call of the Chair.
