The Standing Committee on Access to Information, Privacy and Ethics met at 11:06 a.m. this day, in Room 371, West Block, the Chair, David Chatters, presiding.

 

Members of the Committee present: Navdeep Bains, David Chatters, Ken Epp, Russ Hiebert, Hon. Marlene Jennings, Mario Laframboise, Russ Powers, David Tilson and Paul Zed.

 

Acting Members present: Odina Desrochers for Marc Boulianne, Pat Martin for Hon. Ed Broadbent and Paul Szabo for Derek Lee.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: Office of the Information Commissioner of Canada: J. Alan Leadbeater, Deputy Information Commissioner ; Daniel Brunet, Director, Legal Service; Jennifer Francis, Counsel; J. G.D. Dupuis, Director General, Investigations and Reviews.

 
Pursuant to Standing Order 108(3)(h), the Committee proceeded to a briefing on the legislative proposal of the Information Commissioner to reform the Access to Information Act.
 

Alan Leadbeater briefed the Committee and, with the other witnesses, answered questions.

 

At 12:51 p.m., the sitting was suspended.

At 12:53 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, subject to the availability of the witnesses, the Committee schedule the following meetings in October 2005:

- Tuesday, October 18 from 11 a.m. to 1 p.m. with representatives of the Departments of Justice, Foreign Affairs and International Trade and the Privy Council Office which received a “F“ rating in the Annual Report of the Information Commissioner 2004-2005; and from 1 p.m to 2 p.m. with representatives of the Privy Council Office respecting the possible merger of the Offices of the Information and Privacy Commissioners;

- Wednesday, October 19, 2005 from 7 p.m. to 9 p.m. with representatives of the Department of Agriculture and Agri-Food, and the National Library and Archives which received a “F“ rating in the Annual Report of the Information Commissioner 2004-2005;

- Thursday, October 20 from 11 a.m. to 2 p.m. with the Privacy Commissioner in relation to the latest annual reports of her Office, the no-fly list and Internet surveillance;

- Tuesday, October 25 from 11 a.m. to 1 p.m. with the Information Commissioner respecting the legislative proposal to reform the Access to Information Act;

- Wednesday, October 26, 2005 from 7 p.m. to 9 p.m. with The Hon. Gérard V. La Forest regarding the possible merger of the Offices of the Information and Privacy Commissioners; and

- Thursday, October 27 from 11 a.m. to 12:30 p.m. with the Minister of Justice on the Information Commissioner's legislative proposal to reform the Access to Information Act and the possible merger of the Offices of the Information and Privacy Commissioners; from 12:30 p.m. to 2 p.m. with the Ethics Commissioner regarding his Annual Report 2004-2005.

 

It was agreed, — That in early November 2005, the Committee hold meetings with representatives of Departments that received a “A“ rating in the Annual Report of the Information Commissioner 2004-2005; and the Committee will then proceed to hold meetings with witnesses on the Information Commissioner's legislative proposal to reform the Access to Information Act.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
