The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:35 p.m. this day, in Room 253-D Centre Block, the Chair, David Chatters, presiding.

 

Members of the Committee present: Navdeep Bains, Ed Broadbent, David Chatters, Johanne Deschamps, Art Hanger, Russ Hiebert, Marlene Jennings, Mario Laframboise, Derek Lee, Russ Powers, David Tilson and Paul Zed.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst. House of Commons: Jean-Philippe Brochu, Committee Clerk.

 

Witnesses: Office of the Privacy Commissioner of Canada: Jennifer Stoddart, Privacy Commissioner; Heather Black, Assistant Privacy Commissioner; Patrick Amyot, Director, Financial Services.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2004-2005: Vote 45a (Office of the Privacy Commissioner) under JUSTICE referred to the Committee on Thursday, November 4, 2004.
 

The Chair called Vote 45a under JUSTICE.

 

Jennifer Stoddart made a statement and, with the other witnesses, answered questions.

 

Vote 45a under JUSTICE carried.

 

ORDERED, — That the Chair report Vote 45a to the House.

 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

The Subcommittee on Agenda and Procedure of the Standing Committee on Access to Information, Privacy and Ethics met on Monday, November 29, 2004, and agreed to recommend the following:

1. That the Committee hold a meeting with the Clerk of the House of Commons on Monday, December 6, 2004, at 3:30 p.m. on the proposed mandate of the Committee.

2. That the Committee hold a meeting with the Ethics Commissioner on Wednesday, December 8, 2004 at 3:30 p.m. on the mandate and the operations of his Office.

 

On motion of Marlene Jennings, it was agreed, — That the Second Report of the Subcommittee be concurred in.

 

Russ Hiebert moved, — That Vote 12a (Office of the Ethics Commissioner) of the Supplementary Estimates be tabled with the Access to Information, Privacy and Ethics Committee, instead of the Procedure and House Affairs Committee.

Debate arose thereon.

 

By unanimous consent, the motion was allowed to stand until the end of the next meeting.

 

At 5:15 p.m., the Committee adjourned to the call of the Chair.
