The Standing Committee on Access to Information, Privacy and Ethics met at 11:03 a.m. this day, in Room 371, West Block, the Acting Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Navdeep Bains, Odina Desrochers, Ken Epp, Mario Laframboise, Derek Lee, Tom Lukiwski, Pat Martin, Russ Powers, David Tilson and Paul Zed.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst. House of Commons: Michael MacPherson, Procedural Clerk.

 

Witnesses: Canada Revenue Agency: Jean Chartier, Assistant Commissioner, Public Affairs Branch; Danielle Jean-Venne, Director, Access to Information and Privacy Directorate, Public Affairs Branch. Correctional Service Canada: Frum Himelfarb, Acting Assistant Commissioner, Corporate Development; Todd Sloan, Director, Access to Information and Privacy. Department of Human Resources and Skills Development: Jan Lalonde, Assistant Deputy Minister, Ministerial and Communications Services Branch; Jean Dupont, Acting Director General, Corporate Communications Directorate and Services.

 
Pursuant to Standing Order 32(5), the Committee resumed consideration of the Report of the Information Commissioner for the fiscal year ended March 31, 2005, referred to the Committee on Monday, June 6, 2005.
 

Jean Chartier, Frum Himelfarb and Jan Lalonde made statements and, with the other witnesses, answered questions.

 

At 12:11 p.m., the sitting was suspended.

At 12:15 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That matters relating to Committee business be dealt with by the Committee in camera.

 

It was agreed, — That, subject to the availability of the witnesses, the Committee schedule the following meetings in November 2005:

- Tuesday, November 15 from 11 a.m. to 12 (noon) on Vote 45a under JUSTICE of the Supplementary Estimates (A) 2005-2006 with the Privacy Commissioner, from 12 (noon) to 1 p.m. on Vote 40a under JUSTICE of the Supplementary Estimates (A) 2005-2006 with the Information Commissioner and from 1 p.m. to 1:30 p.m. on the motions of Ken Epp relating to reports from departments on access to information and to the time allocated for questions notice of which was given on October 19 and 20, 2005;

- Wednesday, November 16 at 12 (noon) for a working lunch on Committee business;

- Thursday, November 17 at 11 a.m. for the consideration of the motion of Pat Martin relating to the legislative proposals of the Information Commissioner notice of which was given on November 1, 2005;

- Tuesday, November 22 at 11 a.m., or not later the end of November, with the Minister of Justice (and Gérard La Forest) respecting the La Forest Report on the possible merger of the Offices of the Information and Privacy Commissioners; and

- possibly a meeting on November 24 at 11 a.m. with the President of the Public Service Commission of Canada in relation to the Update on the Office of the Privacy Commissioner.

 

At 1:15 p.m., the Committee adjourned until 11:00 a.m. on Thursday, November 3, 2005.
