The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 9:04 a.m. this day, in Room 253-D Centre Block, the Chair, David Chatters, presiding.

 

Members of the Committee present: Navdeep Bains, Marc Boulianne, Ed Broadbent, David Chatters, Ken Epp, Russ Hiebert, Marlene Jennings, Mario Laframboise, Derek Lee, Russ Powers, David Tilson and Paul Zed.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Jean Ste-Marie, Assistant Auditor General, Legal Services.

 
Pursuant to Standing Order 108(3)(h), the Committee resumed its study of funding mechanism of the Offices of the Information Commissioner, the Privacy Commissioner and the Ethics Commissioner.
 

Sheila Fraser made a statement and, with the other witness, answered questions.

 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

The Subcommittee on Agenda and Procedure of the Standing Committee on Access to Information, Privacy and Ethics met on Tuesday, February 22, 2005, and agreed to recommend that the Committee hold the following meetings:

1. Tuesday, March 8, 2005, at 9:00 a.m. on its study of funding mechanism with Professors Paul Thomas of the University of Manitoba and Craig Forcese from the University of Ottawa.

2. Thursday, March 10, 2005, at 9:00 a.m. (in camera) on its study of funding mechanism to give instructions to the committee analysts respecting a draft report to the House.

3. Tuesday, March 22, 2005, at 9:00 a.m. (in camera) on a draft report to the House on its study of funding mechanism.

4. Thursday, March 24, 2005, at 9:00 a.m. (in camera), if a second meeting is required, on a draft report to the House on its study of funding mechanism.

5. Tuesday, April 5, 2005, at 9:00 a.m. with the Minister of Justice on the reform of the Access to Information Act.

6. If Votes of the Supplementary Estimates 2004-2005 to be tabled in the House in the next few days are referred to the Committee, the Committee may hold meeting(s) on the supplementary estimates.

 

On motion of Marlene Jennings, it was agreed, — That the Fourth Report of the Subcommittee be concurred in.

 

Questioning of the witnesses resumed.

 

At 10:51 a.m., the Committee adjourned to the call of the Chair.
