The Standing Committee on Aboriginal Affairs and Northern Development met at 3:32 p.m. this day, in Room 308, West Block, the Chair, Lloyd St. Amand, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, Serge Ménard, Jim Prentice, Carol Skelton, David Smith, Lloyd St. Amand and Roger Valley.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development : John Dempsey, Director, Policy, Indian Oil and Gas Canada.

 
Pursuant to the Order of Reference of Thursday, October 6, 2005, the Committee resumed consideration of Bill C-54, An Act to provide first nations with the option of managing and regulating oil and gas exploration and exploitation and of receiving moneys otherwise held for them by Canada.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Clauses 2 to 64 inclusive carried severally.

 

The Short Title carried.

 

Schedule 1 carried.

 

The Preamble carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 3:44 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the following witnesses be invited to appear in relation to the study of First Nations Specific Claims:

The Honourable Andy Scott, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians;

From the Indian Claims Commission: Renée Dupuis, Chief Commissioner and Commissioners;

From the Department of Indian Affairs and Northern Devlopement: Michel Roy, Assistant Deputy Minister, Claims and Indian Government Section and Audrey Stewart, Director General, Specific Claims Branch;

Representatives of the Assembly of First Nations;

Representatives from various First Nations Communities;

Representatives from the Indigenous Bar Association, the Canadian Bar Association and the Barreau du Québec;

The following individuals: Ron Maurice, Kathleen Lickers, Jerome Slavik, Peter Hutchins, Alan Pratt, Charles Harnick, Q.C., A.J. Gross, Candice Metallic, Denis Brassard, John Olthius and Bryan Schwartz.

 

It was agreed, — That the Committee hear from Johanne Gélinas, Commissioner of the Environment and Sustainable Development, Office of the Auditor General of Canada, on drinking water in First Nation Communities.

 

At 5:08 p.m., the Committee adjourned to the call of the Chair.
