The Standing Committee on Aboriginal Affairs and Northern Development met at 3:36 p.m. this day, in Room 308, West Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, Jim Prentice, Carol Skelton, David Smith and Lloyd St. Amand.

 

Acting Members present: James Bezan for Gary Lunn, Hon. Paul DeVillers for Roger Valley and Serge Ménard for André Bellavance.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst.

 

Appearing: Hon. Sue Barnes, Parliamentary Secretary to the Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians.

 

Witnesses: Department of Indian Affairs and Northern Development : Paul Fauteux, Director General, Lands Branch; Paul Landry, Director, Legislative Projects. Department of Justice: Andrew Beynon, General Counsel and Manager, avocat général et gestionnaire. Siksika First Nation: Chief Strater Crowfoot. Blood Tribe: Kirby Manyfingers, Councillor. White Bear First Nations: Clarence Nokahoot, Councillor.

 
The Committee proceeded to consider the subject-matter of Bill C-54, An Act to provide first nations with the option of managing and regulating oil and gas exploration and exploitation and of receiving moneys otherwise held for them by Canada.
 

The Parliamentary Secretary made a statement and, with the other witnesses, answered questions.

 

At 4:13 p.m., the sitting was suspended.

At 4:18 p.m., the sitting resumed.

 

Chief Crowfoot, Councillors Clarence Nokahoot and Kirby Manyfingers made statements and answered questions.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
