Meeting No. 24

Tuesday, March 22, 2005

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:19 a.m. this day, in Room 269 West Block, the Chair, Nancy Karetak-Lindell, presiding.

Members of the Committee present: Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, Jim Prentice, Lloyd St. Amand and Roger Valley.

Acting Members present: Helena Guergis for Carol Skelton, Lui Temelkovski for David Smith and David Tilson for Gary Lunn.

In attendance: Library of Parliament: Mary Hurley, Analyst ; Marlisa Tiedemann, Analyst.

Witnesses: Department of Indian Affairs and Northern Development : Sandra Ginnish, Director General, Treaties, Research, International and Gender Equality Branch; Wendy Cornet, Special Advisor. Department of Justice: Margaret Buist, Counsel, Legislative Initiatives.

Pursuant to Standing Order 108(2), the Committee commenced its study of the On-Reserve Matrimonial Real Property.

Pat Martin moved, — That the Committee proceed with consideration of the next item on the agenda: notice of motion of Pat Martin (notice given on February 21, 2005).

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

Pat Martin moved, — That, pursuant to Standing Order 108 (2), the Committee consider the Assembly of First Nations Report on Canada’s Dispute Resolution Plan to Compensate for Abuses in Indian Residential Schools;

That the Committee note the thoughtful and constructive recommendations contained in that report;

That the Committee adopt these recommendations as a report to the House;

That the Chair present the report to the House; and

That, pursuant to Standing Order 109, the Committee request that the Government present a comprehensive response to the report.

Debate arose thereon.

By unanimous consent, Pat Martin moved, — That the Committee do now adjourn.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

At 12:50 p.m., the Committee adjourned to the call of the Chair.
