Meeting No. 51

Thursday, May 29, 2003

The Standing Committee on Justice and Human Rights met at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Hon. Andy Scott, presiding.

Members of the Committee present: Chuck Cadman, Hon. Hedy Fry, Marlene Jennings, Robert Lanctôt, Derek Lee, John Maloney, John McKay, Hon. Andy Scott, Kevin Sorenson.

Acting Member present: Randy White for Garry Breitkreuz.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Robin MacKay, analyst.

Witnesses: From the Canadian Resource Centre for Victims of Crime: Steve Sullivan, President. From the Canadian Bar Association: Allan Manson, Chair, Committee on Imprisonment & Release; Tamra L. Thomson, Director, Legislation and Law Reform. From the Canadian Criminal Justice Association: Glen Thompson, Executive Director; Matthew Yeager, Member of the Board. From the Ontario Provincial Police: Charles Young, Detective Staff Sergeant.

Pursuant to its Order of Reference of Friday, April 4, 2003, the Committee resumed consideration of Bill C-23, An Act respecting the registration of information relating to sex offenders, to amend the Criminal Code and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, May 29, 2003, Meeting No. 50).

The witnesses made a statement and answered questions.

By unanimous consent, it was agreed, -- That the proposed operational budget of the Committee for its study on Bill C-23, in the amount of $14,400, be adopted and that the Chair present the said budget to the budget Sub-committee of the Liaison Committee.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
