The Standing Committee on Health met at 10:25 a.m. this day, in Room 371, West Block, the Chair, Bonnie Brown, presiding.
Members of the Committee present: Carolyn Bennett, Bonnie Brown, Stan Dromisky, The Hon. Hedy Fry, James Lunney, Judy Sgro, Carol Skelton, Yolande Thibeault.
Acting Members present: Maria Minna for Jeannot Castonguay, Mac Harb for Brenda Chamberlain, Diane St-Jacques for Hélène Scherrer, Philip Mayfield for Rob Merrifield.
Other Member present: Paul Szabo.
In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.
Witnesses: From the Sick Children's Hospital of Toronto: Freda Miller, Senior Scientist and Professor. From the Robarts Research Institute: Mick Bathia, Scientist and Director of Stem Cell Biology and Regenerative Medicine, and Associate Professor, University of Western Ontario, Faculty of Medicine. From the Health Charities Council of Canada: Yves Savoie, Committee Member; Chris Higgins, Director. From the University of Toronto: Janet Rossant, Principal Researcher.
The Committee resumed consideration of Bill C-13, An Act respecting assisted human reproduction (See Minutes of Proceedings, Tuesday, November 19, 2002, Meeting No. 2).

Committee take four regular meetings beginning Monday to address the Romanow
Commission, followed by the return to Bill C-13 to hear witnesses and then
proceed to clause by clause in an orderly fashion.

9:00 a.m. to 11:00 a.m. and from 3:30 p.m. to 6:00 p.m., or later if necessary,
on each of these days, in order to complete clause-by-clause study on Monday,
December 9; and that on Tuesday, December 10, Wednesday, December 11, and
Thursday, December 12, the Committee consider the Romanow Report.

regarding the Romanow Commission, the following witnesses be invited to appear
as part of the four sessions to be held by the Health Committee before the
adjournment of Parliament: Roy Romanow, Minister of Health, Provincial Governments,
Canadian Medical Association, Canadian Federation of Nurses Unions, Canadian
Nurses Association, Canadian Health Association, Canadian Health Coalition and
the Canadian Labour Congress.

Judy Sgro moved, -- That the Standing
Committee on Health agree to establish a sub-committee specifically mandated to
develop recommendations toward a comprehensive national strategy to address the
mental health needs of Canadians.
Debate arose thereon.
On motion
of Hedy Fry, it was agreed that the motion of Judy Sgro be allowed to stand.
At 10:45 a.m., the sitting was suspended.
At 11:05 a.m., the sitting resumed.
The witnesses made statements and answered questions.
At 12:32 p.m., the Committee adjourned to the call of the Chair.
