Meeting No. 2
Tuesday, November 19, 2002
The Standing Committee on Health met at 9:10 a.m. this day, in Room 269, West Block, the Chair, Bonnie Brown, presiding.
Members of the Committee present: Carolyn Bennett, Bonnie Brown, Jeannot Castonguay, James Lunney, Réal Ménard, Rob Merrifield, Carol Skelton, Yolande Thibeault, Judy Wasylycia-Leis.
Acting Members present: Paul Szabo for Brenda Chamberlain, John Bryden for Stan Dromisky, Joe McGuire for the Hon. Hedy Fry, John O’Reilly for Hélène Scherrer, Bob Wood for Judy Sgro.
In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.
On motion of Yolande Thibeault, it was agreed, -- That the proposed supplementary budget in the amount of $83,000, for the purpose of hearing witnesses on Bill C-13, be adopted and that the Chair present the said budget to the Budget Sub-committee of the Liaison Committee."
Rob Merrifield moved, -- That this Committee demonstrate its commitment to the future of our universal health care system by immediately reviewing, upon its release, the Romanow Report for a period of no less than four meetings. Debate arose thereon.
Réal Ménard moved that the motion be amended by replacing the words “immediately reviewing, upon its release, the Romanow Report for a period of no less than four meetings” with the words “by dedicating to it a portion of its discussions during the meeting following the tabling of the report”. Debate continued on the amendment.
By unanimous consent, the Committee proceeded to the main motion. After debate, the question was put on the motion and it was adopted on recorded division:

the Health Minister to be available for questioning for a minimum of 2 hours

Ronald Worton, Michael Wosnick, Ron Forbes and Françoise Baylis made a statement and, with other witnesses, answered questions.
At 5:46 p.m., the Committee adjourned to the call of the Chair.
