Monday, June 9, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 12:32 p.m. this day, in Room 237-C, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, Stan Dromisky, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Yvan Loubier, Pat Martin, Anita Neville, Maurice Vellacott.

Acting Members present: Alan Tonks for Benoît Serré, Sue Barnes for Julian Reed.

In attendance: From the Library of Parliament: Jean-Luc Bourdages; Tonina Simeone; Carol Hilling, Analysts.

Appearing: From the House of Commons: Hon. Robert D. Nault, Minister of Indian Affairs and Northern Development.

Witnesses: From the Assembly of First Nations: Ghislain Picard; Satsan Herb George, Office of the BC Regional Vice-Chiefs; Noah Augustine, Executive Director, Fiscal Relations and Program Transfers; Roger Jones, Legal Counsel; Deanna Hamilton, President and Chief Executive Officer, First Nations Finance Authority; Harold Calla, Chairman, First Nations Financial Management Advisory Board; Chief Tom Bressette, Chairperson, First Nations Statistics Advisory Board. The Order of Reference dated Thursday, February 20, 2003, being now read as follows:

ORDERED, -- That Bill C-19, An Act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

The Chair called Clause 1.

Ghislain Picard and Satsan Herb George each made an opening statement and answered questions.

At 1:55 p.m., the sitting was suspended.

At 3:30 p.m., the sitting resumed.

The Honourable Robert Nault made an opening statement and, with the witnesses, answered questions.

At 4:49 p.m., the sitting was suspended.

At 5:01 p.m., the Committee proceeded to sit in camera for the consideration of its future business.

It was agreed – That the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources request that the House of Commons effect an amendment to its Standing Orders respecting committees. More specifically, your committee requests that Standing Order 104(2) be amended to read as follows:

(a)     Aboriginal Affairs and Northern Development; (to be composed of 16 members)

and that a new section be added allowing for the creation of the Standing Committee on Natural Resources, to be composed of 16 members.

It was agreed – That the witnesses for Tuesday, June 10, 2003, be approved with the Committee sitting to hear testimony from 8:00 a.m. to 1:00 p.m., followed by a future business meeting in camera.

At 5:49 p.m., the Committee adjourned to the call of the Chair.
